Why don't Legacy players also get the pre-order bonuses?

I'm going to be honest...You didn't preorder ARR. What do you expect?

I'd expect to still have the same opportunities as every other player. To me it seems like it was something that was just overlooked. Sending preorder bonuses to legacy players seems only obvious seeing how they'd played the game even before the people who preordered ARR.
