I think he meant your "many legacy will start from scratch" comment. Some may, but to call it "many" is a bit of an assumption.

Sorry for late reply! Yes many is not an understatement, out old characters all capped at 50 are what you would call dinosaurs. ARR is a brand new game, while my old char will be around it would be a damn shame if i didn't start from scratch to feel the game.. all fully capped legacy can fight it, but it the end they will make a new char and use the old one for support... I see it being just short of mandatory to level another char to 50 JUST to learn the game mechanics alone.
