Behest every hour

I've had some people telling me to go to another camp.. I did and I was lonely..
Basically then.. either you stay at a populated camp and get into behest on a luck basis.. or you go to another camp and enjoy a lonely behest in which you get less than half the sp you get during a full party behest..

People will stay at one camp because they want to do behest with others.. knowing that other camps will be empty they won't go there.. thus leaving them always empty.. that's how we get camp overcrowding..
