I was under the impression that what people were complaining about is not getting into a behest, or having to go to a different camp to get into one. Wouldn't my idea alleviate both of those scenarios? There aren't typically more than 16 people at a given camp looking for a behest. Two parallel behests at the same camp would allow those who do not get into the first to get into the second with little to no hassle. And it maintains the benefits that the smaller behests have now. Again, I ask, where is the problem?

I wonder why they're just standing there.. help me already..! <.<
Oh and it's "kai-neh", not "kain".. and it is feminine.. u.u

Overall, these smaller behests are better in my opinion for two significant reasons:
1. Fewer people -> less chaos -> better combat habits encouraged.
2. More frequent -> more likely to catch one while travelling.
I know Horizon behest can be a little tough to get into. You must learn the Way of the Eighth Function Key.

I think instanced behest would be better, to allow everyone who wants to do it to do it. Considering how quest mobs are basically instanced, I don't really understand why behest mobs aren't.
Still, overall I'd much prefer something like campaign to behest. It had a feeling of scale and urgency that I'm not getting with behest--I think having to defend something and having allied NPCs played a big part in that. However, I'm not sure how well the engine or people's computers can handle something on that scale. I'm hoping Grand Companies are something similar to campaign, at any rate, complete with no party restrictions and individual assessments.
