It is true, although I have never in my life seen a ISP do this. The first time I ever heard of this was when xbox 360 wanted its customers to connect to xbox live for 6+ hours at a time to test d/l and u/l times to "improve" xbox live. I got some free stuff for my avatar from it and when i longed onto poker to play a bunch of ppl called me a fu**ing moron for letting xbox use up all my bandwidth cause know id have to pay my ISP thousands of dollars cause i went over the cap, i was just like.......... wtf are u talking about? XD

Not sure if you just agree'd with me?? I'm confused

Look at the fine print for any US ISP and it will state the limit you are allowed to DL each month. I know for a fact comcast does it, cause they tried to cut me off once ( i had DL'd a crap ton of movies etc. etc.)

but they do have limits, 95% of people will never hit them though

    found it --

    Comcast will charge excessive downloaders.

It is to begin rolling out a system where those who download more than their monthly allowance will have to pay a fee. Comcast raised its download limit to 300GB after previously setting it at 250GB. Those who download 50GB more than their limit will automatically be charged an extra $10 on top of their monthly bill.

(i gave up searching for WOW's cable service cause world of crapcraft kept coming up)

oh they change it thank god before they use to just cancel your internet if you pass it to much to a few people where i live. I have A&TT and it's 250gb i pass that within 3weeks lol just watching videos online me and my gf. Seeing like we are home all day that all we do so we pass it quick. But thank god uverse does not have a cap yet if it does it should be 500gb because 250gb is bullshit lol.

Most ISP's, and that includes Comcast, ATT, and Verizon have data use caps per month. Unlimited Access is differet from the old unlimited bandwith.

Comcast has raised the cap, they also plan to raise it again for 2013, and not count streaming services linked to them (infinity watching) with the new higher speed systems (the 50mb, 100mb, 300mb, 50mmb down, 50, 100, 200 up services). Business lines have no cap.

ATT began throttling connections again, never liked them anyway. IT depends on what you signed up with. THey also have a cap.

Verizon, has a cap, but it's on 1 direction.

Caps, as far as with Comcast, are recommended usage caps. If you go over once, they let you know. If you go over to much again, they send a warning, if you go over yet again, repeatable taking advantage, then they can cancel your account. You realllly have to be pushing it to go over the new cap.
