It goes on to say that new players will be able to join existing/established worlds as long as there is room on the world, but that old, returning players cannot move to the brand-new "new player" worlds.

Just to clarify, will Legacy players be able to make new characters on the "new player" worlds? I remember the restriction was on characters that already have abundant items and gil, which does not describe a brand new character on an old account.

Yes, you can make a new character on the fresh start worlds, just not move your existing character to them.
