NA / EU / JP server=No transfer

Your 1.0 server is not going to turn into anything. It's going to stay located in Japan, and it's going to continue being a global/JP server.

New servers are coming up in other regions of the world that are going to be global/NA or global/EU servers, to which you can't transfer an existing character.

I don't think they've finalized everything, but last I saw, there would be no "global" or language-specific servers. Only three categories: "server in NA" , "server in JP", "Server in EU". And it's a fair bet that all v1 servers will remain in Japan.
(Edit: Except maybe Ragnarok going to Europe.)

Please link to the dev post where this was stated. I think it is a misunderstanding of a portion of the playerbase. As I understand it, all that was stated is basically this:

1. there will be new servers
2. there will be regional servers
3. existing characters cannot transfer to new servers

Points 1 and 2 are not neccessarily related, leaving the possibility that some existing worlds will be moved from Japan to other regions.

That would royally piss off Japanese players and therefore they would never do it. Lack of dev post does not trump common sense >.>

On the contrary, I think it would be common sense to assume they would treat players from all regions equally rather than Japan > all other regions. Rather than make assumptions though, I'm gonna wait for an official dev post about how server migration is gonna go down.
