well you cant always count just on players, although its an MMorpg.. even in FFXII we had NPC's within the cities who walked around.
i think that makes the difference between a standard B MMO and an A Rate MMorpg. the small things.. which makes the MMO more special and lively.
these small things do make the difference... they create an atmosphere and let players stick to the world.

Funny you should say this. FFXI was all about the attention to the details of the world, as you say: the small things. XIV also pays attention to some small things like making monsters realistic, but then took away some behavior because of cry babies. This is the one problem SE will have if they just stick with making this MMO fit in rather than doing a lot more with it.
