Simple paths for NPCs to walk about would be easy enough. and they could be time-based.
Some examples:A slightly more complex example:
Guards at Gridania gates change shifts twice a day. (new guard zones in and replaces old one who walks back to zone and leaves) The differently named NPCs can offer different quests depending on time of day.
Fishing Miqote near LL guild stops fishing once ever 3 game hours, and walks into guild to talk to NPC for an hour or 2, then returns to fishing. - repeats
Merchant Ship comes in to dock in LL, 2 or 3 workers unloading cargo from it. Ship leaves and workers go to resting position next to stack of cargo. A new ship comes in 3 game hours later and workers load cargo into ship. and rest after ship leaves. wait 4 game hours and the whole sequence repeats.
