I know this would be an unpopular solution, but if they are worried about problems in different parts of the world, maybe they can implement servers with specific rulesets in each region.
Presumably, the game is already checking if the two objects/character instances are of the same gender should same sex not be allowed. It wouldn't be much harder to add in a server check to see if same sex unions are accepted on a server or not. They can guesstimate how many servers should allow it and how many shouldn't depending on region, and then say what the server's structure is at character selection. If one or the other becomes unpopulated, then merge them together while keeping the larger server's ruleset.

Then they should just cancel the marriage idea all together. It's not like there are no female users playing males (either for RP or so that they don't get harassed by libido happy guys), or vice-versa. And it's not like there aren't gay couples playing the game as two characters of different genders. I also haven't really seen any grossly inappropriate PDA in game, so I don't even see why this would offend anyone, other than because they think it isn't right/moral irl!
Alternatively, go with my first suggestion of just making it a "blood brothers" type thing so that anyone who duos regularly can get whatever benefits are associated with it. I don't think that it's fair to give certain users an advantage that others in the same situation cannot get.
I just hope that they announce their plans for it and whatever bonuses are associated with it before ARR actually comes out. That way I can redesign my character to be a female lalafell or something and get married in game to get the bonus xp or items associated (this is based on my experience with other MMOs where an advantage is given to married couples).
On a final note, keep in mind that, in the 50s, we'd be having this discussion around the fact that interracial marriages are not being allowed.

On a topic like this, that has been debated for years and years in FFXI, and now in FFXIV, I'm finding hard to add anything that hasn't already been said a thousand times over.
So I'll just say this. I'm gay, and I'd very much like to participate in the marriage aspect of the game with a character of the same gender, that is all.
