I would like to explain why I don't agree with this, but with my rusty english, it will be a little complicated.
I don't think the difference between casuals & hardcore should be in the "awesome gear" , in other words in the quality, but in the quantity.
I mean. A casual will more oftenly play in the evening.
In my opinion, he should be able to have for his time of playing, a possibility to up "fast".
So a ring XP with some charges seems good.
A ring with for example 3 charges (is this english?), a charge can work for one hour. and give exp +100%.
With this, there is no word of "fatigue" (is fatigue english?)
In this case casuals have a bonus when they play
An Hard core gamers have a a normal xp in their "bonus" time.
Now, lets speak about items.
I think a casual should have for at least one job "ubber armors"
If he doesn't have the time to farm money.
He should be able to "buy" "super stuff" with instance's points
As instances are often in evening, by being in regulary, he will have what he want.
