    No. The English courses in Japan is perfectly fine, it's actually a requirement for the basic level to be learned for graduation in many areas (not sure about Major cities though) so it's not limited and bad quality. What you probably meant was the lack of need to continue english after your graduation unless you go into business, otherwise there's almost no reason to learn english in Japan since their national language isn't English but most younger generations can understand and hold a basic conversation in English, just lack of confidence.

    if i had to ask something in the street and I don't know how to say in JP, i would target high school kid who are at least interested in trying
    but after it's pitch black unless they are interested in foreign culture
    I once had a Japanese lady who was an english teacher asking me, a french guy, some things in english
    and I was thinking this lady who's english was not great was teaching to kids...

    in the current system they have no incentive in being proficient at english because still not so many foreigners here nor many foreign programs on TV (after JP program, the most popular is Korean). I think I saw Glee once on TV but it7s a super odd hours...

    so no, I am absolutely not surprised. Especially not from most gamers who i guess have no interest in travelling and such and have a pool of gamers huge enough to play within themselves without needing another language to enjoy
