No. The English courses in Japan is perfectly fine, it's actually a requirement for the basic level to be learned for graduation in many areas (not sure about Major cities though) so it's not limited and bad quality. What you probably meant was the lack of need to continue english after your graduation unless you go into business, otherwise there's almost no reason to learn english in Japan since their national language isn't English but most younger generations can understand and hold a basic conversation in English, just lack of confidence.

if i had to ask something in the street and I don't know how to say in JP, i would target high school kid who are at least interested in trying
but after it's pitch black unless they are interested in foreign culture

in the current system they have no incentive in being proficient at english because still not so many foreigners here nor many foreign programs on TV (after JP program, the most popular is Korean). I think I saw Glee once on TV but it7s a super odd hours...
so no, I am absolutely not surprised. Especially not from most gamers who i guess have no interest in travelling and such and have a pool of gamers huge enough to play within themselves without needing another language to enjoy

Not many actually have english in school and what there is is so awfully broken it hardly lends itself to realtime communication. It's generally just sufficient to grasp the overall meaning of a text when you read, no more than that.
The unwillingness of most Japanese players I encountered in ffxi, to play with N.A. players was not due to a language barrier. Look at it from a N.A. player point of view. Japanese is not taught in schools in the United States. However, most North American players I knew; did not have a problem joining a Japanese xp party. Even though these North American players did not know any Japanese.That is a very dangerous assumption to make.

As if learning a language at school is sufficient to be proficient at it. School will never be able to make someone speak a language. For that, you need motivation beside "I need to do my homework or I will not pass my exam". And that's the only incentive for many persons out there.
Why would I learn a language if I have no use for it?
I'm French, did 10 years of English and 9 years of German at school, I can speak English but I fail at German. Why? I have no use for German in my daily life, I don't watch/read/listen anything German-related etc. I did not practice enough after university.
While most of my English "skills" are coming out from movies, music, medias, books, games, internet in general, etc. And I am using English on a daily basis.
It's only not about TV programs or foreigners. It's also about work. Being proficient at English is necessary to get a decent job in many EU countries, it's not in Japan. It's even funny to see lot of JP CEO's, high executives or managers+ in big corporations unable to speak English even at a business level (not even asking to be fluent or anything, just at a business level). Now have a look at countries from the middle east or most of Europe. English is the language used in business, if you don't speak English, it will be really hard to have an important position in a global company. Even in France, employees with an important role in a company will always try and speak some English (even with our horrible French accent ;d).
