No. These are system that were already found in chinese and korean mmos at the time, they're systems to try to regulate playtime (mostly in regards to chinese mmos) and the sp calculations were off as even if you contributed you didnt always get SP. What they were trying to do was make it in a way that the more you did the more sp you got, but like everything else, it wasn't optimized.

The fatigue system was more to combat RMT in XIV.
