This is not a win-lose vote.
It means there are enough people that want to continue playing to warrant keeping the servers open in Yoshi P's mind. I think it's pretty customer friendly of him.
That has nothing todo with customer friendly. They try to keep ppl playing FFXIV cause they know as soon they move to other games some of them not gonna come back if downtime gonna be to long.
To me it seems like it will be postponed in any case (at least the testing phase is late). Postponing the character data save would not be the reason for the release delay, just something they could do as (or if) the release will be delayed in any case.
30% is the minimum
However, we’re going to take a look at the login numbers at the end of each month. In the event that numbers drop below 30%, we’ll take the servers down again, and decide where to go from there.
You know there's not much info when the "meat of the letter" is the one question we all knew the answer for.
At least we know for sure when alpha will start now =)

About the early shut down of server to save:
How long to think it takes to convert and impliment the files into the new system? Considering they are starting so early it should take a while.
Simple as that, they cant start 2.0 without taking all out data, converting it and implement it all into the new system.
And no, thats not simply copy paste a few GB.
I think it's completely fine that they're keeping the servers up. Even if it's not the majority of players, 1/3 is still a significant amount. As long as this doesn't take any resources from getting ARR ready, I don't see why it should be a problem for anyone.

If it's going to take them 2 months to transfer over the character data, then they should commence the savepoint 2 months before release. Don't do it before you've even started Alpha, SE.
Alpha was supposed to be in September. Along with a "flood" of information. They should postpone the savepoint, since they've obviously postponed everything else.
