That's a fallacy. The amount of money he/she has or the time he/she spent making money for the last two years doesn't prove if that's legit or not. If you want to call it other way: Another person dedicated to making money through any of the traditional methods, wouldn't made that amount of money per hour.
Seals farm is just another device to make money. Just as gathering, crafting, farming, instanced areas, etc. They planned it that way, but unlike the other methods, they didn't expected that disproportionate gains. So was unbalanced and so they are fixing it.
Obviously is not like to duplicate drops in Salvage, which was a manifest bug and everyone knew it, but strictly speaking still a exploit. Even if you were not aware of the disarrangement of this method, from the moment they fix it, they recognize something went in an unexpected manner and EULA is clear about that.
However I don't think it should be punishable in any way, although affected many people. Just bad luck, another black stain like garuda issue. What if you came late to take profit? just fuck you, nobody cares about Garuda now, so GTFO...
