They never said that. Because that would make zero sense, as you stated later in your post. They merely said they were focusing on gameplay, and that's why they removed them. Now i would love someone to explain to me what gameplay has to do with removing the animations.

The only possible link between gameplay and those animations i can think of, is animation lock. But that doesn't explain removing the leaning on passive mode for example.

That's true, but the animation lock is a different story. People argue that it will look weird if they allow skill animations to overwrite movement animations. I don't know how to respond to this claim, i need to see it to judge. Although i do believe that blending animations that don't look weird is not impossible, most games in this generation have them.
