The trouble with behests

I'm in the middle of going for this Achievement (along with Leves everywhere, too) but I didn't realize how it affected lower-level players. Good to know.

Would it be preferable for a 50 to sit out entirely (while still part of the Behest) in order to let lower-level players kill at their own pace?

No, because you joining makes the behest more difficult. If you should join, you should let low levels take claim, and then help kill the mob, so the low level gets the exp.

Communication in that particular situation is the key. Some people may just want the EXP, so as long as they have the claim they would be happy for the R50 to finish off the monster quickly... but this is akin to power leveling so people will have different opinions on it. Others may actually want to do the behest and fight it out for themselves.

No one will know unless the person says what they are trying to do, and hopefully the level capped player will respect that.
