I don't know if anyone has mentioned this yet, but if you go to Leve History Evaluation after completing the first three leves (possibly in order), you can get Wanted: Vengeance without paying any faction credits.

I have confirmed this:
First level 4 times, 2nd once, 3rd once --> History Evaluation = Free 4th Leve!
From this I can deduce you can do any of the first 3 any number of times, so long as at least one of each appears in history.
However, I do NOT know about the following:
Can you evalute a free 4th with ONLY 3 leves in your history?
Does order matter?
What happens if you have the 4th in your history?
You have to have minimum of 6 leves to do evaluation, and having 4th in history you can still get 4th free, I have 1st twice, 2nd twice and 3/4th once and still got 4th free for a second time, but I also heard from mates I did it with, gettting it isn't garunteed, b/c some have not gotn the quest from evaluation even with 1~3 in the historyI have confirmed this:
