I see random talking quite a bit now on the ragnarok server. At least more than before i stopped playing for a while.. funny thing is about half the time the conversation is about "boobies" and its hard to miss.
just last night an ls mate and I were having trouble with getting to an AF piece in natalan, after we wiped I asked a random blm for help and he helped us through a couple wipes until we got it. That's not the first time either. I love the community, and most are friendly as well. It helps me feel like I want to help others out more often.
Definitely better than any other mmo ive played, many just didnt play ffxi long.
I've put new people in my friends list everytime I have a hamlet PT XD

Generally most of the talk is going on in LS chats. It's most comfortable for players to speak with their own LS members. Try joining 3 or 4 different socials like myself and your log will never be empty.
That's the thing; I've had just as many friendly experiences like you describe in other MMOs as I've had in FFXI/XIV. There are jerks and friendly people in every game; I've had more fun experiences than I can count with strangers, joking around and working through challenges, in every MMO I've played. I'm just saying that FFXI/XIV is not unique in this respect.I've played 5 different MMOs, and FFXI's community is, to this day, the friendliest and more helpful I've played with.
The only friendly people in WoW were my guild mates everyone else simply only grouped up with me to get through a dungeon or something, then never talked to me again.
SWOTR I dont even think I existed to other players in that game.
Rift; another one where I was invisible.
Then FFXI and FFXIV where I can joke around with random people and not get my head bitten off.
Don't get me wrong, I've had lots of good experiences with players in XI/XIV, but so have I in every other MMO. Likewise, I've had plenty of terrible experiences with jerks in XI/XIV, just as I have in every other MMO, with about equal proportion. I just don't approve of the repeated meme around this community that FFXI/XIV is this sort of "oasis of politeness" in a world full of jerks, because I just don't believe it to be the case, and it seems to be intended to back-slap ourselves into thinking we're better than the rest of the world. Lodestone Forums =/= the FFXIV comminuty at large. They are only a small part of it. I think the player poll showed that only 3% of the games population post here.

Rau, I think it's 'quiet' because well, it's a JA game first and just having a random conversation in the middle of the street that doesn't effect others, is considered a little rude. Also, we've had people leave or server for getting picked on for 'shouting all the time' even though all they were really trying to do is train noobs on Iffy/DH for example.
FFXIV's community is nowhere near as nice as FFXI's. But I'm hoping it'll improve somehow. Its still at least 20 times better than most MMO communities.
That is a hold over from xi's culture. Most of us old xi vets had it drilled into us by the jp players at the time that normal conversations via /s were rude. Unless what was being said was relevant to the entire crowd it was kept private.
hell to this day I hate using /say for that very reason.
