I don't think there's much to explain about the scenario. It's what everyone's been saying, that anyone with a bit of luck
can get content while someone that actually invests time doing things might have horrible luck. But let me explain why I say "casual".
As of right now, most achievements are luck based. While there's skill involved in getting the content into farming mode (and actually clearing it the first time) but at the end, while opening that chest the only thing that's standing between you and the loot/gear is the RNG.
Many (myself included) have said that this is done to prolong content. But if you think about it, the whole luck thing can also be used to appeal the casual gamer. The casual or even the core gamer won't spend that much time in-game, so let's give them content that can be done at any time, content that comes with the drop rates many hate. Perhaps that's the reason why we don't have long re-entry timers? Or why the 5th chest at the end of the raids is based on doing it as quick as possible?
As with the Relic weapons, well most of it is the same. You can't get the weapons by getting better at your job, you only get them by spamming the content while waiting for the seals to drop, getting hq mats, creating the class weapon, doing the double meld or doing several CC/AV runs (perhaps the only exception if the 100% drop rate thing was true) to see if you get the necessary items.

If the difference between Hardcores and Casuals is time then fine the Hardcores can get the loot first and the Casuals can get the gear eventually.
But having some content be entirely out the reach of someone that can't dedicate 8+ hours a day is ridiculous which is why I'm favor of a point/token system and not a luck system.
Repeat an event 100 times over a week and earn your loot if you're HC or just do those 100 runs over a year and get your loot if you're casual.
Fair for everybody, everybody's happy.
