FF14 already has a lot of high res textures that are perfectly fine to reuse. I would dare to suggest that the dev team tries to be as efficient as they can be at developing v2, and I think reusing textures that are already good is the sensible thing to do.
Even if the texture files couldn't be used exactly as they are stored in the current client, the developers should still have the files they used while they made all the textures, so it shouldn't be hard to just load up the old working files and convert these to whatever format the new client will be using and GOD DAMN KIRIA500 YOUR SIGNATURE HAS BEEN CONSTNATLY DISTRACTING ME WHILE TYPING ALL THIS ARHGJGHDFJSKF

Also, the file system isn't fragmented, it's not packed which allows for not only easier editing if you must (i.e changing armor designs just for your eyes etc) it's done in a way that if the game has an errornous file it won't crash the entire game but just x error. With games that uses pack files like Unreal games, if a pack errors, the whole game is kaput so it still takes the same file space if not less than some games with pack files.
I think he's using "HD" as a general term, not just about the resolution the game runs at. The interviews so far all say that they are only about 15% done with tweaking the engine parameters, so they still have 85% to go. YoshiP also said the settings were not set on maximum because he wants to show the game as it would run on a mid-end system (=what most people have).
It is too early to say anything about the graphics/texture quality, we'll have to wait till they show us more material, especially videos.

Im fine with the sacrifice being made for 2.0 because it looks beautiful, but eventually (maybe with dx11) would this be possible?

It's not resonable in an MMO. They will ahve the textures they deem fit for resolutions and not add more later to require more file checking each update to verify files.
Im sure the scalign is already in place, but the standard version is being shown.
