Name one online game that has powerleveling available and yet no one utilizes it. Or better yet, name one online game that simply has no method of powerleveling. I'm serious. Out of all the online games I've played, every single one of them had some form of powerleveling available and it was widely used. If there's any game where it doesn't exist, I haven't heard of it.

EVE Online <_<. No powerleveling there.Absolutely no powerleveling there. You can buy some implants to increase leveling a little bit, but that still doesnt mater in short term :P.
