More of Japan is infected then they'd like to let on, Japanese are prideful people so they remain their ground and control over a situation. One thing to keep in mind though is the situation could have been a lot worse. The plant itself was amazingly designed with I believe 4 safety methods to turn off the power if needed, but sadly they all failed. I can't find the link but off the top of my head I believe one was to flood the power source, use a coolant, turn the evaporated water back into water to continuously have a supply of water to cool the system. It may have just been three, but all three failed, the reason it failed was a combination of a tsunami and quake hitting them at the same time, it caused a breach in the container which caused the the container itself to lose the water that would have been used to cool down the energy source. Had the hull not been breached then they would have been able to contain the situation completely but even with countless safety measures a leakage still occured.
If you don't think it's bad in Japan then look at these links

I mean heck I didn't even know Japan was making it a mission to shut down all their nuclear power plants but it looks like they shut them all down because of what happened back in 2011.
The real news you have to seek for yourself, it can't trust just be one source but look from all perspectives. If you base your info on fox news and CNN you are most likely getting news which is pushing their ideals rather then an actual analytical view of the news. Ya I know, if we can't trust big corporations then who can we trust XD.
No one wants to admit it though we all want to think everything is nice and safe but the sad reality is the semileakage which occurred is gonna be a long lasting effect that may be around for a few years before it fades away. If things weren't that bad then japan wouldn't have made it a mission to shut down all their nuclear plants.

I do apologize for that huge tangent from the main topic but on a lighter note, I think it might be better if Rein didn't translate the story, we'd end up getting no-name characters with the Description's of "Man with leopard subligars" and "Subligarless Man". And whenever given the chance he would try to fit the word subligar into the sentence. Rather then something like "Garuda is a mighty foe not even a well armored fighter can escape her viscous claws" it would be "Garuda is a mighty foe, if you fight with just your subligars on you'll be in a world of pain."
lol of course all jokes though XD but see that would be adding "flavor" to the text of localizing.
