I figure the main reason is that, if they allowed people to block others from queuing it could be abused to effectively ban somebody from all group content. The current blacklist already prevents somebody from seeing your party finder listing/stops you from seeing theirs, but this would be extending it to the duty finder as well, which already struggles at times to find enough people to fill some content.

Keep in mind that the game has to take EVERYONE's blacklist into account at all times, cross-referencing everyone in the queue, to make sure everyone going in hasn't blocked anyone else. Say I block...

...That's five people that have to wait up for the next queue because the game took my black list into account. Then lets say you five also blocked five different people. That's another 25 made to sit in the queue because the game won't let them in if you got in line first. Now if those 25 also blocked 5... it just keeps compounding from there. Trying to get an alliance raid roulette ALONE to pop could take 30+ minutes even on a populated data center/cross data-center queue because the game has to go through 24 different blacklists to make sure none of those people have blocked each other. That's up to potentially 4,800-24,000 other players not being allowed to queue up together depending on how many people are being blocked/how big the blacklist gets.

It's one thing to have some player playing or acting poorly and they drag down a run, it's another to give players the power to bring duty finder to an absolute standstill because literally nobody gets along.
