Sure thing...but what makes you think he has 1 service account?
You can inherit FC's - this allows you to have 8 FCs on 1 world. You can have 1 Private per world; the only exception to that rule is if your a grandfathered account where you could possess multiple houses across multiple characters; so either he is a grandfathered account (in 2018) or multiple service accounts.
To assure you - under the current design it is not possible to come into possession of more then 9 houses on one service account; so this person is either a 5.1 grandfather (and purchased another 2 private homes) or is rocking additional service accounts. Now given that your saying "LUC" I am assuming thats a FC tag; so likely they just have more then 1 service account.

Housing is so cooked that I constantly have to remind those without a house that it's not worth being upset about not having.
A small house is the only one with a slot to size ratio thats lets you make it feel not empty. The medium and especially large houses NEED those extra slots were promised for this expansion.
It's criminal we got so much housing items and feature before ACTUALLY GETTING SLOTS FOR MY 20MILLION GIL HOUSE THATS FULL DESPITE NOT BEING ABLE TO FINISH MY DOWNSTAIRS BATHROOM.
I understand why they cant punish multi housers because it would require more intrusive software to see where alt accounts are playing from. The multi housers would find ways around the system by being more subtle with character names.
The only reason they brazenly show off the same name for all houses is they now square cant touch them without compromising the game in other ways. Plus these guys PAY for multiple accounts so Square has little monetary incentive to kick them. Housing is niche side content that shouldn't be the sole reason you sub.

Smalls are the best plot type for its size to item ratio. and the stairs don't cut into the layout. Smalls are going to be CRACKED once they get the 100 item increase.
You cant punish multi Housers, because they are separate service accounts. Again the limit is per SERVICE account. If I have 5 service accounts with 1 personal plot each, that is still within the rules. Doesn't matter if you can confirm if its 1 players 5 accounts.

The player who bought that ward out is connected the rp community and aids venues. They bought it out too repay players who have helped them. Crazy yes, annoying yes, realizing that chaos the that could ensue if things go south on them priceless. Personally I would not waste that kind of money on people. I have not met personally and know for many many years. Far too many risks involved with what the player is doing.

The saddest part is that SE and the GM's could very easily put a stop to this, but in reality they don't give a care in the world about actually making housing fair. it would not take horrendous amounts of time or effort for someone on the GM team to take a look through all the wards every now and then and actually stop this from happening. But making housing fair for all players is one of the least of their concerns, that's why we rarely even get any housing updates rather than just new furniture.
Allow Private Houses to have a workshop.
Maybe make it a purchaseable addon that can cost gil.
"Workshop Permit" or whatever.

This is actually incorrect information.
You are allowed one private house and one FC house per World (server), not per Data Center.

This means that someone could theoretically own 64 homes in the North America region if they used 32 characters to buy a personal and Free Company home on every World.
