What they do, is they have MULTIPLE accounts. and then use those to buy the wards. Mostly for Submarines.

Most have just single account for this. Not multiple. Multiple are just for individual houses, for FC ones, its single.

Technically incorrect. As you cannot own more then 9 houses on a single world with 1 account; so to own a division you need 4 accounts.

You can inherit FC's - this allows you to have 8 FCs on 1 world. You can have 1 Private per world; the only exception to that rule is if your a grandfathered account where you could possess multiple houses across multiple characters; so either he is a grandfathered account (in 2018) or multiple service accounts.

To assure you - under the current design it is not possible to come into possession of more then 9 houses on one service account; so this person is either a 5.1 grandfather (and purchased another 2 private homes) or is rocking additional service accounts. Now given that your saying "LUC" I am assuming thats a FC tag; so likely they just have more then 1 service account.

You can have 8 characters on a world. There are 30 plots in a ward - I point this out as the original complaint was someone owning an entire ward

While it IS true you can transfer a FC; the math still works out the same way; 8 characters per world. So even passing lead does not circumvent the hard character limit with 1 account - they would pretty much need 4 accounts to buy out a ward for themselves...thats like a 100$ sub before considering the fact they got to buy the game multiple times and to say nothing of the time invested by them to level the alts needed to bid as a FC in the first place.

Keep in mind with the exception of grandfathered accounts you cannot own more then 1 private home per world - this is not able to be circumvented.

If Square wanted it gone; they have eyes and can clearly see the entire ward with the same company tag and could likely enable the same code they use for private homes. Honestly I wish they just allowed people to have a "bigger" workshop to remove the need for those people to own that many FCs

It may already be more or less the same code. The system looking for what character last purchased a specific private house is going to lead it to the exact same character that owns the private house since there's no way to transfer it.

What they would need to do is change the FC system so that only one character per world on an account can be FC Master. It wouldn't completely solve the problem but a player would then need a minimum of 15 accounts to buy out an entire ward instead of only 4. I know they've stated concern about that possibly force-disbanding FCs under certain circumstances but those situations have to be extremely rare when it's a legitimate FC with multiple unique player accounts instead of a gil farmer. It's pretty unlikely that a FC with 4 unique players would have each of those players also the FC Master of a different FC on the same world.
