If anything, their contest should have even more complications due to the fact submissions requires posting a picture of you representing a Diablo 3 class along with a banner you've customized on their site. Still, it's open to a huge number of countries (with some exclusions). So, yeah, I can imagine the "blame your retarded government for their laws, not Square Enix" argument does apply to a certain number of wonky countries, states or provinces, but clearly, it's not always the case.
