Pointing out this example specifically, if the goal is to add an effect to an existing buff layer, like the level 78 regen, you can also just replace the old buff with a new one that does both. i.g. The Kerachole buff grants 10% mitigation, and changes to Kerachole+ (for lack of a better name at this time) which is the 10% mitigation and regen. The original Kerachole buff no longer applies.

And this applies to many different actions in the game. It’s not just that the buff limit is small, but that the game design is horribly inefficient with buffs.
