I suspect the hat and gloves are sold separately because they match either of the two belt sets, and I think the idea is that the entire outfit is supposed to cost $22. It has simply been broken down into separate purchases rather than being included into each of the two sets and driving up the cost of both (which is financially convenient for players who are only interested in the hat and gloves). I don't think they intended for you to buy both of the $18 packages on top of the hat and gloves.

You need to ask yourself whether you personally having the option of toggling between showing or not showing skin on your character's back and knees is really worth the extra $18 and maybe just consider buying only one of them, if the cost is really bothering you.
That exactly is the Issue, look i said it here previous let me explain it again

A.) A Outfit which has usually 1 Pants 1 Chest 1 Hat 1 Shoe and 1 Gloves costs around 13,50€ (i do it in € because im german) small Basic Costume Bundle.
B.) A Outfit which has usually 1 Pants 2 Chest 1 Hat 1 Shoe and 1 Gloves costs around 17,50€ (Example here the Streetwear Outfit, it had 2 tops or the urband one which had 2 Tops too) Big Costume Bundle

Now we have 1 Outfit which falls in Category A because it has only 1 Pants and 1 Chests costs 13,50€ so the same Price as a usually Glam would cost BUT now it doesnt involve the Hat and Gloves this are additional costs which means we are at 18,50€ which is 1€ more then a "Big Outfit Bundle" costs and 5€ more then a small Basic Bundle costs.

So to get the full Outfit even if you only want ONE of them you have to pay 5€ more then usually and you have to pay 1€ more then a Big Bundle would cost while still getting less out of it

Short answer : They increased the Price atleast around 30-40%, so it doesnt matter if you want it or not, if it looks weird or not, what matters is the dramatic price increase
