Difficult experience in Forked Tower – a reminder to respect public content

Okay - so that indicates that players can tell other players about it during the actual instance. By which time it's clearly too late, as the existence of this thread tends to show.

But again - I don't recall seeing any 'rule' set out by the game itself (namely SE created in-game dialogue or messages) which stated "Thou shalt only enter/participate in this content in a premade team".

This was still outside of the forked tower, at the pavilion presumably. Dont get me wrong, the way SE implemented this is bad. But it's bad because it allows for behavior like OP's.
