you may not like it but that is how it is course the good thing is most the players who are purposely killed and left on the floor wont report so it doesn't really matter but you are required to treat them as if they were part of your pre-made cause the content allows them to enter.
If they implemented these rules then they should offer a cipher refund if everyone leaves within 5 minutes

Because pre planned groups would simply leave if they got spots taken by randoms because you can’t force groups to baby randoms in this content

If you are just trying to pug and not intentionally sniping then you should be fine if a pre-made group amicably decides they don’t want to deal with you and would rather just leave and refund their cipher. If you don’t like that solution then you just want to leech

Or square could just fix the queuing conditions
