Scaling the goals to number of active players on the server can't be that hard, surely?

It actually is hard, because what's the limit? If you have players that can play all day, all you do is add unnecessary length barriers and ultimately STILL would not achieve the goal people are aiming for, which is SLOWING DOWN the progression so they can "feel" like they are a part of it.
It's a non-issue ultimately, just that everyone complains about everything. The only true complaint that holds, is low pop servers having to meet the same progression points as high pops and obv failing. They can tune that sure, but you aren't going to do jack on a high pop server. If you aren't playing in month 1, we shouldn't inflate the time so that people in month 2 can play.
That's just a terribly stupid decision that would ultimately piss off far more players.
