It's always stacked. You can try it ingame, you'll get both the 2 green buffs from your step, and the same 2 from the other DNC on top of it (so you'll have 4 of them, two that give +5 damage, one that gives esprit generation, and one that gives the ~20% partner esprit procs).
This is a myth that seems to stick in the community for some reason.

I mostly played dancer in Bozja where I think one of the first dancer got nerfed i remember it was stacking if two dancer targeted the same character
