FFXIV poor performance outlier on new Radeon 9070 XT cards!?

[snafu]

im on a 9070 non-XT and running at about 80-90 peak hours in Limsa, 150-160 in raids at 1440p

other specs im running are:
i5-13400f
32gb ram
high transparency, GTAO on standard
nothing else on for AMD settings

i feel like the performance improved a tiny bit from 7.1 but i don't really have anything to back it up, a lot of the framerate issues seem pretty spontaneous. gonna try forcing FSR4 later to see if anything improves
