    Im going to relate the astral timer on BLM to the songs for bard. I don't think it was a timer issue, they just added the potential for bards to cast their songs without needing a target. If the devs were worried about fight design + strict timers, they would have made this bard change ages ago.

    They explicitly said that the BLM changes were made to accommodate faster DDR in fights.

    The result is a twofold rework: various actions have lower cooldowns, and the Astral Fire and Umbral Ice statuses “will no longer expire.” This is a result of the fact that “future battle design may cause difficulty with casting spells,” implying that upcoming instances may focus more on fast-paced fights that don’t give you a lot of downtime to channel long cooldown spells.
