I just figured out the numbers for my address weren't the right ones that exist as public info for the SE Account system to pick up on and I'm still confused on the zip code thing, since my address doesn't exist within the region my old account has been registered to and I'm not sure if I'm supposed to use an existing zipcode that matches my registered region or one that matches my address that's from a completely different region.
The address needs to match a valid address within the region of your SE account, so if your account is NA but you live in the EU (like me), then use The White House's official address as I did for example, you can use any NA address, but it needs to be from usps.com (official address format from the US postal service), if you have an EU account, then look for an EU region address.

You can attempt to change the address forever, it doesn't seem to have any check in place except if one is valid or not, you won't get locked out.
