I'm quite sure it will be finished at 7.2 release. That doesn't mean it will release then (I expect it will be 7.25).

  • They have things finished for months and send them through QA, reducing the number of bugs from 1000s to just a few, which they list at the bottom of the patch notes as "Known Issues".

    The Known Issues are what they didn't manage to fix by the time of release. So if they release it earlier, it will likely have more bugs.
  • Delaying it also spreads out the content so that you aren't overwhelmed with choice.
  • It also prevents splitting all the players up. For example, if they release Cosmic Exploration and Occult Crescent at once, it is logically going to split players up so there's less activity to get each done individually. This looks likely to happen even if they delay one of them a bit. It's more of a concern for less populated data centers such as Dynamis or Materia.
Personally I don't think a few months is going to make a huge difference. Their strategy has never been to keep players logging in every single day
Very true. Their mindset is they will develop new content and if it's not ready and players are bored, they will probably just play other games and while many people don't like that mindset, there are many players that do because they are variety gamers.

Usually life and soul consuming grinds. I've never played WoW but I know that they famously had an exodus due to an extreme RNG grind for RNG stats on gear that had an RNG chance to be completely wasted and have to start over.

A similar system to this actually existed in Eureka Pyros, it's just you had an alternative which was Savage or tomestone weapons, the knowledge they'd make new gearing methods available in future patches, etc.
