actually they do. i can send legitimate proof of this if you want. first you get a 10day forum ban then you get in game action taken on your account.I wouldn't call it a misuse of the report feature, but they are more than likely going to do nothing about it, as sanctions on the forums don't cascade into in-game sanctions. The worst case they will be told to click the 'Report Post' button in the forums, and even then, to be honest they are more than likely only going to end up deleting the thread entirely eventually.
Not all players are interested in doing high-end content, just as not all raiders will be interested in doing Exploration zones when they are the ones saying there's no content for them.. I mean this is fine anyway.
Then you also have the issue that this development team does absolutely nothing whatsoever to actually encourage or enforce learning. It avoids it with a barge pole. Heck, they are too afraid to release content on the difficulty of on-content Ivalice or on-content Dun Scaith because they don't think newer players will have the 'skill' to do it. Let's be honest if a person levelling from 1-60 in Heavensward is able to do Dun Scaith without major issues, and if a player can do 1-70 doing Ivalice without major issues, then they can certainly do something on that difficulty after doing 1-100.
The unironic thing is that it is the devs that have created the rift between casual players and raiders.

i have never said i mod. im not sure what evidence you're talking about. but if you genuinely think im modding just report my service account to se instead of turning the forums into a witch-hunting page for modders

I for one, think CAR is HILARIOUSLY fun. Its also not very difficult provided people stay together with their party instead of accidentally baiting a Particle beam cleave into another alliance.Am I the only one that finds CAR enjoyable? The only real critique is the body checks needed in p2 and the target audience for this content don't have a brain, so they're not used to doing mechanics. Instead of all 24 ppl needed to do the mechanics, it should've been 12-18 ppl, leaving the other 6-12 people what Destiny 2 players call the "Add clear" role (aka you do nothing).
Something is pretty much always happening at all times, and if something isn't presently happening, then a bunch of stuff is gonna get vomited out all at once very shortly.
