It is impossible to have an average ilvl 730 unless you're a Savage raider. Everyone else still has a 720 weapon and one 720 ring, because the weapons upgrade option isn't available to non-raiders yet and the 730 augmented tomestone ring has the Unique flag. Why is this a problem exactly? If you don't have 730 after week one trillion of the tier and tomes, upgrade mats being printed by the alliance raid, and this piece of content printing 730s, probably you're not going to move out of your doom aoe on time, or, at least, the guy who is in 730 is more likely to.
Where is the problem with that though if that is what the leader wants to set it to?

Just saying that if people lock PF groups for CAR to 730, that means the non-raiders that CAR was supposed to entice into higher difficulty content can't join those PFs to get into the duty that would let them get 730.
It's like asking people to open the safe with the key that's in the safe.
No, it means the PF leader set it to what they wanted. Having 10 people who have cleared and 14 who haven't is probably going to end up in a non-clear in a PF party. Even "Farm" parties fail often. They are probably banking on clearing will be a better ROI then having a lower item level group that might not clear and thus getting no rewards. But at the end of the day, if the party fills, then apparently there was enough interest at those parameters to fill.Just saying that if people lock PF groups for CAR to 730, that means the non-raiders that CAR was supposed to entice into higher difficulty content can't join those PFs to get into the duty that would let them get 730.

I am pointing out the consequences, not judging the decision. You can say that it means the party leader is exercising their right. That does not stop it from also meaning, by necessary implication, that it is also locking out everyone who isn't already a savage raider. No, it means the PF leader set it to what they wanted. Nah, op is upset that they weren't allowed in a farm party of geared gamers. Any random reclear party will let you get your 730 pieces--the one they were prevented from joining was not a "gear up here" party, and clearly advertised what it was.Just saying that if people lock PF groups for CAR to 730, that means the non-raiders that CAR was supposed to entice into higher difficulty content can't join those PFs to get into the duty that would let them get 730.
