If the option isn't there, then even fewer people will use it. The fact that there are several people crying about being unable to use it because it's too costly/hard to get is evidence that more people would wear it, IF THEY COULD. However, they can't, which means the people who have worked for it will probably enjoy having a hairstyle that not everyone can get (hence, unique).

You’re making the fundamental mistake of assuming that people complaining, are doing so because they actually want the hairstyle, several people have issue with it in the basis of principle and expressed concerns with long-term rewards behind content with low shelf life. This does not mean they would necessarily want this specific hairstyle. If I wanted it, I would already have it and would already be wearing it. But it isn’t my style and nor do I find it cute. This isn’t 2013 with all the miqo’te Lightning hair enjoyers anymore. People will use what they want and which suits their character, not what a random forum user tells them is cutest new fad cuz flowers.
