It is important because casual players got no content to do - again. The more often this happens the less likely they are to stick around. And there was no real new PVE content for casuals since the release of Zadnor in late ShB. At least no content which would entertain a player for more than one or two evenings.

When chaotic raids establish themself as a recurring form of content then there is less available dev time and money for developing casual content.

Locking the hairstyle behind it is important because it sets a precedent. More and more things get locked behind the growing number of hardcore content. The average casual player has less content and less available items. Many people stick around because they want to collect these things. But why bother anymore when the collectables are out of reach? You are missing mounts, pets, now the hairstyle. Why even bother anymore collecting? Why even bother anymore to collect the things from the content which you can actually play? Your collection is missing so many things already. Why even bother anymore to play the game at all?
