Why can the winner not get the hair? Are they refusing to do the content or buy it off the market board? But that's exactly what's happening here, casuals got nothing while hardcore gets everything, and the moment the casuals asked for even a tiny crumb (a hairstyle from a contest where even the winner can't get the hair) they're immediately called entitled brats and told to go back and starve in the corner.
The OP came right out the gate swinging, wanting to make it casual vs. hardcore right away, so it's a bit disingenuous for you or anyone else to be yelling "hey, no hitting back!" when they literally started it.

That isn't even mentioned in my reply or what I replied to. It's said they cannot get the hair. What is preventing them from doing so? Why can seemingly every other player get the hair except for them?

If this were any random player the topic would start and end with "skill issue." This person won, and got their hair design in the game -- which is what the contest was for to start with.Presumably they couldn't clear the content (and of course no one is going to just carry them), and I can only guess the marketboard price is still incredibly high for their budget or the idea of spending millions for a hairstyle they helped to make rubs them the wrong way when they would have preferred getting it in content they actually engage with.
And while this part is just vicious rumor and I've seen no evidence for it beyond people trying to make things sound worst (so even I don't believe it), some have tried to claim the contest winner has expressed regret now on entering said contest and doesn't plan to do so again, though I'm not even sure if the rules allow for someone to enter and win multiple times anyway.
This is a whole new level of victim complex. The thing is, I don't think even they were expecting the hairstyle to just be handed to them, they were just expecting it to be locked behind content they could complete and it wasn't.
The whole "just buy it then" also becomes disingenuous because that implies a casual player being forced to give hardcore players payment, keeping in mind said hardcore players already view casuals with complete and utter contempt, but are happily willing to not only take their millions of gil on the marketboard (while simultaneously claiming gil is "worthless" go figure), but of course expect same casuals to keep paying their sub to keep the game running while spitting in their face and calling them "entitled".
It might just be time for a "casual strike" methinks, see how well the game actually holds up when they're all gone.

Meanwhile savage raiders dump countless millions on buying gear, food, pots and materia from casuals every single raid tier without complaining. The thing is, I don't think even they were expecting the hairstyle to just be handed to them, they were just expecting it to be locked behind content they could complete and it wasn't.
