Have you tried setting the clock speed to minimum in Afterburner?
I've read some people fixed it by reducing it to minimum, while others fixed it by setting it to its non-Overclocked setting.

the core clock (mhz)? yeah i tried -20 to the lowest for the core clock in afterburn, the game runs pretty poorly because of this and still crashes the same.
It's really strange that this is still happening to you with a new GPU.
One thing I do know is that the specific error is FFXIV-specific, meaning the error is "handled" within the FFXIV program and the FFXIV developers specifically wrote that error to appear in that situation.
I stumbled upon a person who had the error occur due to a faulty RAM stick they installed. Which seems totally unrelated to graphics or directX, but apparently can be a factor.
I stumbled upon another person that had it due to FreeSync, but since it's not an AMD card I assume it's not the issue.
We could try making some other adjustments to the ffxiv.cfg, just CTRL+F to search the setting name then change its value, then CTRL+S to save:
Refreshrate 60
Fps 2
AntiAliasing_DX11 3
SSAO_DX11 6
DynamicRezoThreshold 1
GraphicsRezoScale 100
GraphicsRezoUpscaleType 1
DynamicRezoEnableCutScene 1
i changed Fps from 1 to 2, DynamicRezoThreshold from 1 to 2, GraphicsRezoUpscaleType from 0 to 1, the rest were already set to what you mentioned, and it didnt work, i was in the world for 5 seconds and it directx error crash. It's really strange that this is still happening to you with a new GPU.

btw as for ram, before while playing FF14, it would be at 50%+ with 16Gb ram, but now i have installed 32Gb 16X2

Ah, in case you're wondering, those changes switch it from AMD FSR to Nvidia DLSS, allowing it to use your actual card instead of your software/RAM for some important tasks.
It's strange this error has been happening regardless of the RAM change too.
If you're still using Windows 11, you could try running the game in compatibility mode with Windows 10. Personally, I haven't upgraded to 11, because I always feel that "if it ain't broke, don't fix it". If you find the executable in Program Files\Square Enix\ (ffxiv_dx11), you can permanently set its compatibility mode in its properties.
i probably should mention that its the Steam version so ff14_dx11 is in the steam library, i tried to make it run on compatibility mode with Windows 10, but running it as win 10 or even win 9 isnt an option, it can only do win 8 and lower in compatibility mode,Ah, in case you're wondering, those changes switch it from AMD FSR to Nvidia DLSS, allowing it to use your actual card instead of your software/RAM for some important tasks.

i can confirm making it run as windows 8 mode made it crash even faster, like i enter a world and i didnt even last 2 seconds before i get that same directx error.
also we cant remove directx_11 to try and reinstall it, so its there and i cant refresh it either.

i turned my pc on today and the GPU was making this weird noise, like a wire was touching a GPU fan, but there isnt a wire touching, i turned my pc off and back on and then the sound stopped, whats all that about??
i would ask SE for help, but it just gives me a premade list of stuff to try that doesnt fix anything, then says to click on additional support button which doesnt exist, so no way to contact them.

Fans can make noise if there is something weighing part of the fan down (usually this is dust). It can often get extremely noisy when this happens, to the point of concerning people and waking them up, but it's overall harmless. You usually notice it most when the computer is really hot and using the fans heavily to cool itself down. This may have been affected by the settings you've been configuring, or maybe it just had a moment where the GPU was being used a lot.
Sounds of electricity happen with some power supplies... but rare to have a PSU like that in my experience.
If a wire is making noise it could actually just be all the air the fan is blowing hitting a wire and causes it to make some noise. Depends on the cable management.
This error is really stumping me but I assume others get it too so my thought was SE tech support as well. But you said you've tried all that.
for the noise, cant be dust because the GPU is brand new, theres pretty much no dust anywhere, idk about GPU being used alot, when i turned my pc on to get to the login screen, it doesnt use GPU therefore there shouldnt be a noise, when FF14 was working the GPU is being used and didnt make this noise, it doesnt make sense that noise randomly happen from boot up, but when i turn it off and back on, theres no noise, so the change wasnt physical, it mentally decided to make that noise on boot up then decided not to after reboot, if it was air flow on wires causing the noise, should it be like that every time?Fans can make noise if there is something weighing part of the fan down (usually this is dust). yeah i tried to contact SE theres no actual option to continue to get help from a SE staff member.
If you are on Windows 11 24H2 then turn Auto HDR off. It is a known source of crashes. Micros~1 has even stopped the rollout of this update because of it.
Cheers
