FINALLY a good rework. Personally I do miss the Haste effect from Bloodweapon, but I can let go of it. Everything about this is great mechanically. Of course, potencies are always up to debate, but I'm not judging on that.

A lot of changes you post here are actually a culmination of a lot of feedback that generally seemed well received, so I greatly appreciate that. And from a personal point, I love your implementation of non-standard cooldown timers (40s Bloodweapon / Delirium for example) and non-standard gauge spending (30 Blood on Scourge).
