IF Ascians were tempered, it would only be Emet, Elidibus and Lahabrea, as they were present for the summoning (or a part of it in Elidibus' case). All the others are regular sundered people with inserted Ancient memories and were never in contact with a non-sealed Zodiark.Various stories demonstrate that the Ascians are not truly tempered; while they have an elemental bias towards Darkness, Emet-Selch, Fandaniel, and Mitron all take courses of action that go against the resurrection of Zodiark, with Fandaniel literally enacting a plot to kill him.
I don't think Emet has done anything against Zodiark, in ShB him giving us a chance was to see if he could recruit us to his side and stated even if that fails, he has an eternity to enact his plans.
My reasoning for them possibly being tempered is, both Emet and Elidibus were real quick to aid us after they died.



In Endwalker there's that scene where you sit down with Emet-Selch, Hythlodaeus, and Venus, and you spill the beans about coming from the future and explain everything that's happened in the MSQ. And there's this wonderful detail from Emet-Selch:
"To sacrifice oneself for the star is a noble act, and I would hold those who gave themselves to this Zodiark in the highest esteem.As a note, Emet-Selch utters these last two exclamations with an uncertain, pained expression on his face as he looks down towards the ground, followed by a pregnant pause. The cinematography communicates Emet-Selch's lack of confidence as he emotionally exclaims a statement that he wants to believe, but lacks conviction in.
Yet you claim I recreated Amaurot and populated it with phantoms of our people. A bizarre indulgence that would be insulting to their memory.
Worse still, I even invited you there — literally invited my own downfall. Why would I do something so idiotic and inexplicable?

This is what just a taste of how good Ishikawa's writing is; she's explaining exactly what happened and exactly why it happened, all by using the voice of someone protesting that something — that we know happened — could never happen. And this explanation of why it happened fits with what we experienced of the Ascian Emet-Selch from Shadowbringers; he was incredibly weary. Ishikawa would not have written this, would not have directed that it be framed this way, if she did not want us to understand that in the end, Emet-Selch wore down and gave up on his duty.
Nah, If Wuk is a primal it mean they could give SMN the ability to summon her in 8.0. We don't want that.

But the Primal’s we’ve met are aware of the needs of those that summoned them. And offer them “help” by granting those needs in twisted ways (think Lakshmi) or exploiting it by saying I need more worshipers and/or crystals.

I could forgive them for DT MSQ if this was the plot twist.Wuk Lamat came to Sharalyan and convinced rather easily the scions to assist her. Considering the repercussions of a political new leader which can cause waves in the rest of the world. The WoL may or may not have become tempered, too, since he went along with it all with no question.
Wuk Lamat solved all her problems around her with the power of friendship and will of force....but in reality, she was using her primal powers to subdue and subjugate the people around her to do her bidding.
Alisaie, the usual jump into the fray and assertive girl, and the other scions, who are always cautious about leadership types considering all the history we go through...suddenly do not mind nor question how Wuk is just going from town to town solving decade long conflicts with a smile and telling people to cooperate. Nor do they question why there is little conflict in Tural with everyone happy and content.
Wuk Lamat finds a long lost civilization of memories...and then tells them that they can still live happily together, ignoring their opposite positions. But because everyone is just robots and memories, it doesn't work out quite that well...
Until Sphene at the very last minute actually hears listens to her. Wuk Lamat's primal powers are truly something to even go beyond the physical into cyberspace.
Now we wait for one of the scions...possibly Y'shtola or Urianger, to wake up in the middle of the night one of these days and realize what just happened before they congregate and consider a plan to eradicate the primal that was under their nose all this time once and for all.
But, OP, Wuk has to be summoned first to be a primal right?!
