"Everything else"Yoshi P already said this is 3 years of full force work if it's even possible. This is not on the table realistically from a business perspective. You are not going to spend that much development time and money on something when you can shut off what caused the problem to begin with. This is only after everything else has failed.

If you really think giving a mediocre mount for transferring is an incentive, I dont know what to tell you
Transferring to the data center is not the solution to the problem. The problem is people travelling in itself, their home world doesn't matter. Yoshi P said he wanted to get rid of disparities between different data centers so he doesn't want a large population being or interacting on any given data center at all. If people traveled and spread out, we wouldn't have this problem, but everyone chooses to dogpile one place consistently. No amount of reward for being on a data center is going to unincentivize travel to other data centers that often have staple community aspects that aren't easily challenged by a new data center. Square can't do anything that makes raiding more popular on Dynamis than raiding on Aether. Square can't do anything that makes roleplaying on Dynamis more popular than roleplaying on Crystal. incetivizing isn't the route to take because anything they even try to create is going to just a new create dogpile to replace the old one. They need people to stop travelling at all, or to only allow a small amount of travel that doesn't cause giant economic/gameplay polarizations between data centers.
