It does matter cause your reaching and your logic is trash. You're correlating equipment worn to player performance which is extremely stupid.

You are correlating player performance to your own standard. Not sure I would say that is any better.

Also, SE has set the duty requirement for Arcadia and a person with artifact gear is allowed to queue into based on the requirements set.

SE has the duty set that anyone can queue based on the requirements set. Nowhere is there a requirement for a specific performance.

If the person was running tank busters into the party, or constantly throwing themselves off the side of the arena. I would absolutely report them.

Nothing you have provided indicates they doing nothing. I see assists, damage done, and healing. Once again, you are holding them to your standard.

Neat part is, you can also vote kick the offending player which a lot of times you cannot do in PvP because they're in another group.

Same thing can happen in Alliance Raid. If their group doesn't see it as an issue, not sure where you get to be the decision maker.
