1.0 was a new game, with new lore, new story, new characters. All that "1.0" needed to fix it was to gut the combat system in favor of what we got with 2.0, but they decided to make it also able to run on computers that were not top-of-the-line and also PS3's, which in hindesight probably degraded the visuals too far. The 1.0 models were gorgeous, and the Miqo'te gear had actual tail and ear holes, and their gear actually fit them, not clipped through them. The music in 1.0 is Nobuo Uematsu's work which is a staple of all Final Fantasy games before 14 except 13.
Was 1.0's combat system bad? Yes, but not for the reasons people think it was bad. 1.0's combat system was turn-based like all ATB Final Fantasy games. You frequently died in fights because ATB is not forgiving in a client-server setup, where as in single player games the "game is paused" while you make decisions. This made 1.0's combat feel slow and sloppy.
Also 1.0 you couldn't jump over inch high fences. While some people complain about the loading tunnels, if it meant that the world was seamless I would have taken that over what we have now which limits environmental exploration. We can still see where the loading tunnels were, even in DawnTrail, they are still there (pretty much every time you see a staircase or a causeway somewhere with no NPC's, that was a loading tunnel,) but they put the "scene transition" in front of it so you never get to see the outside of a lot of things now.
So no. While there was a lot of 'bad' things about 1.0, it was still a new game and the lore wasn't "bad", just the underlying game engine was a poor match for a MMORPG when MMO's moved in the direction of being more action oriented and less "standing in one spot" like you still did in 13, which used the same game engine.
So "worse than 1.0" no. The only way an expansion can be "worse than 1.0" is by having no dungeon content.
