Yes. That is the entire reason that Dynamis and Meteor got created as well as some additional worlds. Back during lockdowns with Endwalker, they had so many people that tried logging in that it crashed the login queue and people couldn't sign in at all. And they had to give out free membership time. That incident was due to the WoW migration. They invested in hardware/chips for making additional data centers to help with the issue. They also invested in testing cloud data centers not too long ago. With Dawntrail, they stated they had a higher concurrent playerbase than in the history of the game since ARR, which means Dawntrail congestion was even worse than Endwalker. If people didn't go to Dynamis, it would've been worse which is why the Twitter account was spamming every single day asking people to go to Dynamis and they got rewarded for it. Even now, the zones are still instanced instead of being alone breaking up the server stress. The server stress isn't just in login, it's also people just existing in the open world as well.
I don't believe the DC travel for hunts was causing the sort of congestion we saw on expansion releases. The actual login queues weren't big after traveling, but the travel was enough to trigger their DDoS protection sometimes.Yes. Traveling for raids wouldn't come close to comparing to that sort of travel either, because when it's a hunt it's a burst of hundreds of people all within 1 minute, whereas for raids it is more spread out over hours.
They already have protection on open world areas with the instance limits. Regardless, they were not reaching the levels we have seen for the Serpentlord and Mascot FATEs, which have had over 600 people without issue.

I know the conversation has mostly shifted to raiding because of today's launch, but I hope they still consider how this affects RP communities. It's really hard to organize events when worlds can become unavailable with no warning. And yeah, DC travel has existed for two years, it was reasonable for people to form statics assuming it would continue on. It's a normal expectation and it's normal to want to play with your friends.

Adding my voice here. This change is horrible for everyone who has friends, raid members or RP Partners spread over various DCs.
No sense even trying anymore. They do the opposite of what we ask more often than not. Just quit and find another place to spend time, build new friendships and communities. This place doesn't appreciate us so why pay them and stay here to suffer?
